Greetings neighbors,
The Odessa National Maintenance Corporation met with the New Castle County (NCC) Department of Land Use, Capano Corporation representatives, and Councilmen Bill Bell and Dave Carter to discuss the current status of turnover for the community. Some highlights and important information:
At this point time, 100% of the permits have been issued for Odessa National. That means in the eyes of NCC, the development is fully built out.
The next step will be completing the inspections of the common open areas. This will be done in phases. Once an open area is inspected and passes, the deed for that open area will be recorded in the name of the Maintenance Corporation. This has to be done within 60 days of the passed inspection.
Capano Corporation will continue maintenance of the open areas until all of them have passed inspection at which point the responsibility for maintaining these areas will pass to the community.
All inspections are expected to be completed no later than the end of 2020.
Assessments:
To pay for maintenance and upkeep of the common open areas and stormwater drainage ponds once they turn over to us, we will begin assessing and collecting the maintenance corporation fee. This is a required fee for all homeowners for maintenance of the common open space in the community. More information on this can be found on the fees page of our site.
Deed Restrictions:
Prior to final turnover, the Capano Corporation and the maintenance corporation executive board are going to be conducting property inspections for homes that may be in violation of the established deed restrictions. Any violation will need to be corrected otherwise the homeowner may face fines/penalties. We are in the process of digitizing all of the deed restrictions and will be making them available on our web site in the deed restrictions section. It is the responsibility of the homeowner to be familiar with the deed restrictions for their subdivision.
